EU RoHS and REACH Compliance Declaration

Published August 16, 2026 · Balford Technical Team

To Our Valued Customers,

Balford Manufacturing Co., Ltd. certifies, based on mill test reports and supplier declarations of compliance we maintain on file, that our standard precision metal stamped and deep drawn products meet the requirements of the RoHS (EU) Directive 2015/863 (RoHS 3).

Our products do not exceed the maximum concentration values for the following restricted substances in any homogeneous material:

SubstanceMaximum Concentration Limit (Homogeneous Material)
Lead (Pb)0.1% by weight (1000 ppm)
Mercury (Hg)0.1% by weight (1000 ppm)
Cadmium (Cd)0.01% by weight (100 ppm)
Hexavalent Chromium (Cr⁶⁺)0.1% by weight (1000 ppm)
Polybrominated Biphenyls (PBB)0.1% by weight (1000 ppm)
Polybrominated Diphenyl Ethers (PBDE)0.1% by weight (1000 ppm)
Bis(2-Ethylhexyl) phthalate (DEHP)0.1% by weight (1000 ppm)
Butyl benzyl phthalate (BBP)0.1% by weight (1000 ppm)
Dibutyl phthalate (DBP)0.1% by weight (1000 ppm)
Diisobutyl phthalate (DIBP)0.1% by weight (1000 ppm)

This declaration covers all standard products manufactured by Balford, including deep drawn enclosures, precision stamped components, progressive die parts, and metal diaphragms.

Registration, Evaluation, Authorization, and Restriction of Chemicals (REACH)

Balford Manufacturing Co., Ltd. hereby certifies that our standard products do not contain any Substances of Very High Concern (SVHC) on the European Chemicals Agency (ECHA) candidate list in concentrations exceeding 0.1% by weight (w/w).

Furthermore, our products do not contain substances listed in Annex XIV of the REACH Regulation (authorization list).

Nickel Content Disclosure

Nickel is a constituent element in several of our commonly processed alloys. For transparency, we provide the following nominal nickel content ranges for materials used in our manufacturing processes. The actual nickel concentration in finished products is determined by the specific alloy selected by the customer.

MaterialNickel % wt/wtMaterialNickel % wt/wt
Aluminum Alloys (e.g., 1100, 3003)< 0.05Nickel 200/20199.0+
Cold Rolled Steel (CRS)< 0.1Nickel Silver16.5 – 18.5
Stainless Steel 3048.0 – 10.5Kovar29.0
Stainless Steel 31610.0 – 14.0Invar36.0
Stainless Steel 410< 0.75Copper (C110)< 0.05
Stainless Steel 430< 0.75Brass (C260)< 0.5
Stainless Steel 17-7 PH6.5 – 7.75Phosphor Bronze< 0.5

Our processes fall outside Annex XVII of REACH (Entry 27), which restricts nickel in jewelry and items meant for prolonged skin contact. Balford's output is typically industrial—enclosures, connectors, automotive parts—so that restriction doesn't apply. If you need nickel-free material, we'd suggest aluminum, cold-rolled steel, or copper alloys.

This statement relies on certificates of compliance from our material suppliers and is current as of the issue date. Balford tracks regulatory changes and will update this declaration when needed.

FAQs for Customers

Q: Does Balford ship a certificate of compliance with every order?
A: Yes, we can issue a Certificate of Compliance (CoC) tied to the specific material lot and batch, confirming RoHS and REACH conformance for the parts shipped, on request. It's part of our standard quality documentation.

Q: Are Balford's products tested by an independent lab?
A: Our compliance is backed by mill test reports and supplier certifications—standard practice for raw materials. If your spec calls for it, we can arrange third-party testing (e.g., SGS or Bureau Veritas) at an added cost.. For specific customer requirements, we can arrange third-party testing (e.g., SGS or Bureau Veritas) at an additional cost.

Q: What happens when the SVHC list gets updated?

A: Balford watches the ECHA candidate list and will revise our compliance statement as needed. We'd suggest checking our website or reaching out for the latest declaration.
A: Balford monitors the ECHA candidate list and will update our compliance statement as needed. We recommend customers check our website or contact us for the most current declaration.

Q: Does Balford meet China RoHS for products shipped into China?

A: Yes, we can provide a China RoHS declaration on request, confirming compliance with the 'Management Methods for the Restriction of the Use of Hazardous Substances in Electrical and Electronic Products.'
A: Yes, we can provide a China RoHS declaration upon request, confirming compliance with the “Management Methods for the Restriction of the Use of Hazardous Substances in Electrical and Electronic Products.”

How does Balford handle material traceability for compliance requirements?
Every production lot is tied to the corresponding material certificates from our approved mills. Our QMS tracks material from incoming raw stock through stamping, secondary ops, and final shipment, so you get full chain-of-custody documentation.

Can Balford process materials not listed in the nickel content table?
Yes. We routinely run a broad range of alloys and tempers. For anything outside the table, send your spec to our engineering team—we'll review it for formability and tooling impact, then issue a compliance declaration based on the supplier's certs and test reports.

Does REACH require registration for metal alloys?
Under REACH, alloys are treated as preparations and don't need their own registration. But any constituent substance exported to the EU above one tonne per year must be registered. Balford's job is to verify our parts stay under the SVHC threshold and give you disclosure backed by our supply chain data.. Balford’s responsibility is to ensure our products do not contain SVHCs above the limit and to provide disclosure based on our supply chain information.
