Who you are buying from — and who receives the payment

Your parts are quoted, engineered, tooled, stamped, inspected and packed by Zhejiang Balford Mechatronics Co., Ltd. in Zhuji, Zhejiang. That is the company that carries the manufacturing and quality responsibility for what is in your crates.

Payment for export orders is collected by ZHEJIANG INTERNATIONAL BUSINESS GROUP WULIU CO., LTD, our foreign-trade collection company in Hangzhou, and that is the name on the beneficiary line below. It is a normal structure for a Chinese manufacturer: the factory holds the production and quality system, and a licensed foreign-trade operator handles the export contract, the foreign-currency collection and the customs documentation.

The two names are both correct. Technical correspondence, drawings, inspection reports and quality documents come from Zhejiang Balford Mechatronics Co., Ltd.; the collection account is in the name of the foreign-trade collection company. If a document ever shows only one of them, that is expected — it is not a third party taking over your order.

Before you pay: confirm the account out loud

Invoice-fraud e-mails that swap a supplier's bank details are common in China–Europe and China–US trade. Balford never changes bank account details by e-mail alone. If a message that appears to come from us gives a different account number, a different beneficiary, or asks you to pay into a personal account, stop and confirm it on a channel you already had before the message arrived.

Trade terms and shipping ports

We quote FOB Ningbo and FOB Shanghai as standard, and can quote CIF, DDP, DAP and EXW as well. Both ports are available as the default loading port — we use whichever gives the better sailing schedule or freight rate for your route, and we tell you which one is in the booking before the goods leave the factory.

Payment terms

We work with advance payment, NET 30 and NET 60. Which one applies is agreed per order and written into the quotation and the contract — open-account terms are offered to qualified customers.

Samples and tooling

Samples are free. Tooling is priced one of three ways, depending on what already exists in our die store — and in every case the point is the same: you do not pay for a tool you do not need to buy.

Parts warrantyDelivered parts are warranted free from defects in material and workmanship for 60 days from the date of delivery, and are guaranteed to conform to the approved sample and the agreed drawing tolerances.

Tooling: the three cases we quote

Case 1

The complete tool already exists

The part can run on a tool we already hold as it is, or it needs only small changes — and we absorb those ourselves.

Tooling charge to you: none. No ownership is transferred, because there is no tool purchase to transfer.

Case 2

We hold part of the tooling

Part of the tool exists and the rest has to be added, or the existing tool has to be reworked substantially.

Tooling charge: part of the labour and material, with no profit added. Ownership stays with Balford, and the invoice line is issued as labour or tool modification rather than as the sale of a tool.

Case 3

We hold nothing and build the tool

The tool does not exist yet and has to be designed and built from scratch. You choose one of two routes:

  • You want ownership: we quote the tool at a commercial price, which covers the after-sales support that follows the tool and the transfer of the design to you. Ownership then transfers on the agreed terms.
  • You do not want ownership, but you need exclusivity: we charge labour + material only, and we sign an exclusive-manufacturing agreement.

For most buyers, exclusivity is the requirement — not the piece of steel

When a buyer asks who owns the tool, what sits underneath is almost always the same requirement: this part must not be produced for anyone else. That is the thing we contract for.

Balford signs an exclusive-manufacturing agreement covering your tooling and your part. Where you have bought the tool at its commercial price, the agreed figure is five times the tooling price you paid, with a minimum of USD 100,000 per occurrence. On every other programme the liquidated damages run from RMB 50,000 to RMB 2,000,000, agreed with you at order stage. Either way the protection lives in the contract rather than in the ownership of a piece of steel on our floor.

This is deliberate. It keeps your tooling cost at material and labour level and still gives you the guarantee that matters. If your own quality system or your end customer requires the tool to be owned by you, take Case 3 and we will quote the tool at a commercial price.

Packaging, rust prevention and wood packaging

How the parts are packed and protected
PackagingBlister trays, zip bags, cartons and wooden cases, chosen for the part and your handling. Inner packing is set so that parts cannot rub in transit, and the packing list matches the carton numbering.
Rust preventionWe advise on rust prevention for your material and surface finish and apply the agreed protective measures before packing. Because shelf life depends on the finish, the packing and your storage conditions, we state the recommended storage conditions and the inspection interval with the shipment rather than quoting one number for every part — if you need a defined re-preservation period in your own warehouse, tell us and it is agreed per order.
Wood packaging and ISPM 15Cases and pallets are built from plywood / processed wood, which the ISPM 15 standard exempts from the heat-treatment mark applied to solid-wood packaging; any solid-wood component is heat-treated and marked. If your destination or your own receiving rule requires something else, we can ship on plastic pallets or in steel frames instead of wood. Tell us at order stage and the packing is specified in the packing list.

Change notification, confidentiality and NDA

Two commitments that cost a buyer the most when a supplier gets them wrong:

Change notification

Any change that affects the part — material, supplier of the material, process, tooling, sub-contracted operation or inspection method — is notified to you before it takes effect, with the submission your quality system requires. You approve it, then we run it.

NDA and drawing confidentiality

We sign a non-disclosure agreement before you send drawings, and we can work to your own NDA template. Drawings, models and specifications are used only to manufacture your parts and are not shown, quoted or produced for anyone else. If you want the tooling restriction in writing, it is a separate document: an exclusive-manufacturing agreement covering your tooling and your part, with the liquidated damages agreed with you at order stage.

Frequently asked questions

Which trade terms do you quote, and which port do you ship from?

FOB Ningbo, FOB Shanghai, CIF, DDP, DAP and EXW. Both Ningbo and Shanghai are available as the loading port and we choose between them for the better schedule or rate on your route; CIF, DAP and DDP are quoted for your named destination port or address, and EXW is collection at our works in Zhuji. The term used on your order is stated on the quotation and the commercial invoice.

How can we pay for an order?

Advance payment by T/T, or open-account terms of NET 30 or NET 60 for qualified customers, agreed in the contract. A tooling deposit is required before tooling starts. Open-account terms are set per customer and per order rather than published as a standard, so the payment schedule that applies to you is the one written into your quotation.

Do you charge for samples?

No. Samples are free of charge — we do not invoice a sample fee. The freight of the samples is covered by you. What we do ask for is a complete drawing and the specification, so that the sample we send is one you can actually approve.

How much is the tooling?

It depends which of the three cases applies. If we already hold the complete tool and at most small changes are needed, we absorb them and there is no tooling charge. If we hold part of the tool and it has to be extended or substantially reworked, you pay part of the labour and material at cost with no profit added. If the tool has to be built from scratch, you pay labour + material when you do not want ownership but need exclusive manufacturing, or a commercial tooling price when you do want ownership. Send a drawing with tolerances and an annual volume and the tooling figure comes back with the part price.

Who owns the tooling?

Balford does, unless you ask for ownership. We are not in the business of selling tools, so where the tool already exists the charge to you is zero or cost-only and no ownership changes hands. Where a new tool has to be built and you want ownership, we quote it at a commercial price — that price covers the after-sales support that follows the tool and the transfer of the design — and ownership transfers on the agreed terms. If what you actually need is that the part is never made for anyone else, take the exclusivity route instead: we sign an exclusive-manufacturing agreement, with liquidated damages of five times the tooling price you paid and a minimum of USD 100,000 per occurrence where you bought the tool at its commercial price, and RMB 50,000 to RMB 2,000,000 on every other programme.

Who maintains the tooling, and where is it kept?

Maintenance and repair are ours for the life of the part number the tool was quoted for, on a schedule set by the volume and the tool rather than only after a failure — that stays true whichever of the three tooling cases applies, including when the tool belongs to you. After production the tool is registered in the die store with permanent identification tied to your part and programme, so it is found, checked and maintained as your tool and not mixed with anything else.

What warranty do you give?

Delivered parts are warranted free from defects in material and workmanship for 60 days from the date of delivery, and are guaranteed to conform to the approved sample and the agreed drawing tolerances, with first article inspection and in-process checks recorded against the control plan. Where a defect is ours and it is reported within that period, we take it to the end: sorting or rework at your site at our cost, or remanufacture at our cost if the parts cannot be salvaged.

Tooling is kept in production condition for the life of the part number it was quoted for, so the capability of the tool does not decay quietly between orders. Where you have bought the tool outright, the commercial tooling price is what covers the after-sales support that follows it.

How are the parts packed?

Blister trays, zip bags, cartons and wooden cases, specified to suit the part and your handling and storage. We match the packing list to the carton numbering so that a receiving check is quick. If you have a standard returnable container or a specific inner packing, send it with the enquiry and we quote to it.

How do you prevent the parts from rusting?

We advise on rust prevention for the specific material and surface finish, then apply the agreed protective measures before the parts are packed. Because shelf life depends on the finish, the packaging and your storage conditions, the recommended storage conditions and inspection interval are stated with the shipment instead of one number being applied to every part. If you need a defined re-preservation interval for your own warehouse, tell us and it is agreed per order.

Is the wooden packaging ISPM 15 compliant?

Cases and pallets are made from plywood / processed wood, which ISPM 15 exempts from the heat-treatment mark required for solid-wood packaging; any solid-wood component is heat-treated and marked. Where your destination or your own receiving rules call for something different, we can ship on plastic pallets or in steel frames instead of wood — just tell us at order stage so it is specified in the packing list.

What documents come with the shipment?

Commercial invoice, packing list, material certificate, inspection report and delivery note, plus batch traceability records. The commercial invoice and packing list travel with the shipment for customs; the quality documents are the ones your incoming inspection needs.

Can you supply material certificates?

Yes. Mill certificates for the material actually used are available, and EN 10204 3.1 inspection certificates are supplied on request. Tell us at order stage if your specification requires 3.1 rather than 2.2, since it is a purchasing decision for the steel or brass, not something that can be added at shipping.

Is there batch traceability?

Yes. A delivered batch can be traced back to the material batch and the production run that produced it, so a question about a specific carton can be answered from the records rather than from memory.

Will you notify us before a change?

Yes. Material, material supplier, process, tooling, sub-contracted operation or inspection method — any change that affects the part is notified before it takes effect, with the submission your quality system requires. Nothing changes on a running part without your approval.

Will you sign an NDA?

Yes, before you send drawings. We can sign your template or provide ours, and we are used to NDAs that carry a defined term and a defined scope. Drawings and models are used only to manufacture your parts.

Separately from the NDA, we sign an exclusive-manufacturing agreement whenever you need the guarantee that your part is not produced for anyone else. It covers your tooling and your part, and the liquidated damages are agreed with you at order stage.

Which company name appears on the invoice and on the bank account?

The manufacturer is Zhejiang Balford Mechatronics Co., Ltd. The export collection account is in the name of ZHEJIANG INTERNATIONAL BUSINESS GROUP WULIU CO., LTD, our foreign-trade collection company. Seeing both names across a single order is normal and is explained in full at the top of this page. Confirm the account with your existing contact before the first payment.
